
The Lagos State Government has launched a comprehensive 10-year Primary Healthcare Financing Plan aimed at strengthening healthcare delivery and ensuring sustainable funding for health services across the state. The initiative, unveiled under the Lagos State Primary Health Care Compact 2026, is expected to improve access to quality healthcare for millions of residents while addressing long-standing challenges in the sector.
Governor Babajide Sanwo-Olu described the initiative as a major step toward building a more resilient and inclusive healthcare system capable of meeting the needs of Lagos’ growing population. According to the government, the financing framework was developed through collaboration between the state government, local government authorities, healthcare agencies, development partners, and private stakeholders.
The plan focuses on creating stable and predictable funding for primary healthcare centres across Lagos. Officials explained that many healthcare facilities often struggle with inadequate funding, shortages of medical supplies, and infrastructure gaps. The new strategy seeks to address these issues through improved budget planning, efficient resource management, and stronger partnerships with both local and international health organizations.
Speaking during the unveiling ceremony, state officials noted that primary healthcare remains the foundation of public health services because it is the first point of contact for most residents seeking medical attention. The government therefore believes that improving healthcare at the grassroots level will reduce pressure on major hospitals while helping residents receive quicker and more affordable treatment.
The initiative also aligns with the state’s THEMES+ agenda and the Lagos Development Plan 2052, both of which prioritize healthcare improvement, social inclusion, and human capital development. Under the new framework, attention will be given to maternal and child healthcare, disease prevention, immunization programmes, emergency response systems, and healthcare workforce training.
In addition, the government announced plans to strengthen accountability and transparency in healthcare financing. Monitoring systems will be introduced to track how funds are utilized across primary healthcare centres in the state. Authorities believe this will improve service delivery and ensure that healthcare investments directly benefit residents.
Healthcare experts and stakeholders have welcomed the initiative, describing it as a forward-looking policy that could transform public healthcare delivery in Lagos if effectively implemented. They also emphasized the importance of continuous collaboration between the government, healthcare professionals, and community leaders to sustain the programme over the next decade.
